According to http://windows7center.com/news/windows-7-rtm-coming-to-msdn-technet-and-connect-august-6th/, Windows 7 RTM will be slowly making its way out to the world starting on Aug 6th, 2009.
MS Action Pack Subscribers will have it available to download from 23 August, 2009.
